Apple released iOS 10.2 with new features which include new TV app, Emergency SOS, Single Sign-On For Cable TV, Preserve Settings for Camera App and more.
When Preserve Settings is enabled it allows you to set up the Camera app to open up with the last mode setting by default. Which means if you used Photo last when you open Camera App it will open Photo Mode by default whereas if you used Square last in Camere it will open Square Mode by default.The default mode of Camera App for iPhone, iPad is Photo Mode.

Launch Settings Apps on your iPhone.
Scroll down and tap on Photos & Camera.
Tap on Preserve Settings under Camera option.
Tap the Camera Mode switch to ON.
You can also preserve the last used filter like Chrome rather than having it automatically reset to no filter by toggling on “Photo Filter” and preserve the last Live Photo setting by tapping on the “Live Photo”.
